Cause:

The SYSTEM.DAT and/or USER.DAT Registry files are damaged. No backup copy is available, or all backup copies are also damaged.

Solution:

Restart the computer in 'Safe mode command prompt only', and re-run Windows 95 'Setup' in 'Step-by-step confirmation mode' to replace and/or rebuild any missing files.
